This LOCAL CITY & MUNICIPAL GOVERNMENT California plate has an older all-black re-paint over a metal plate with obvious wear as shown (the metal remains solid & rust-free). The surface is absolutely smooth to the touch. Backside is also shiny black re-paint. Please refer to photos (zoom in on the hi g h -resolution photos to see every detail). Note tiny 1/16" nail holes: two to the left of the "S", one at the top tip of the second "2", and one below the "R.
